Social Insurance E-government Platform (professional version) is the sixth generation of
social insurance management and information system developed by Sinobest. The customization based
on the business of the customer enables the adaptability to the actual requirements for large

Dongguan Social Insurance "5+2" Management and Service System built up by Sinobest based on
Social Insurance E-Government Platform (professional version) has been networked successfully on
April 2004. The system integrates five insurances types of employees including basic pension
insurance, basic medical insurance, employee injury insurance, unemployment insurance, birth
insurance, and two types of rural (urban) residents, basic pension insurance and basic medical
insurance (i.e. 5+2), which consists of the functions of social insurance relation and fund
collection, remuneration audit and payment, fund supervision and management, public service system,
statistics analysis and auxiliary decision, data exchange platform and other subsystems.
The system has operated for more than one year and keep stable even though the customer
number and business amount is continuously increased during this period, which has indicated that
the performance is qualified and the requirements on the business management can be met. This
system has been reported for application of First Class Honor of Guangdong Provincial Scientific
& Technologic Improvement.
